1. Preheat oven to 400°F.
2. Arrange fish on an 8" x 8" x 2" baking dish and set aside.
3. Lightly spray an unheated small skillet with non-fat cooking spray, then heat it to medium-high heat.
4. Once hot add onions and garlic to the skillet, cooking until they are tender, about 3 to 5 minutes.
5. Then, remove the skillet from heat and stir in the parsley, orange peel, and black pepper.
6. Spread the onion mixture on top of the fish.
7. In the now empty skillet, combine the orange juice and the lemon juice.
9. Once combined, pour the juice over the fish as well.
10. Cover the baking dish with foil and bake for about 10 to 15 minutes, until the fish is flakey.
11. Once cooked, remove the fish from the oven, let it cool for 3 to 5 minutes, then serve and enjoy!
