1. Place cheesecloth, paper towel, or dish towel in a bowl.
2. Then place shredded potatoes on the cloth of choice, then pull the corners of the cloth together and twist, so you strain out some of the liquid from the potatoes.
3. Transfer dry potatoes to a bowl, add scallions, flour, eggs, salt, and pepper, then mix it all together.
4. Heat up frying pan on medium-high heat.
5. Once hot, add oil to the pan, enough to coat the whole bottom.
6. While the oil heats, make mini potato mixture patties with your hands, trying to keep the patties a similar size.
7. Once patties are made, place them in the hot pan and flatten them with a spatula.
8. Fill the pan with flattened potato patties, but don't overcrowd, and cook for 3 to 4 minutes per side.
9. Once cooked, they'll have a orangie-golden-brown colour, then transfer the latkes to a paper towel-lined plate to absorb some of the excess cooking oil.
10. Repeat these steps until all the potato mixture is done, replacing the oil with each new batch.
11. Once all latkes are cooked, serve, and enjoy!
